DEVELOPMENT, SECURITY, AND COOPERATION
USAID Research Support Program
The Policy and Global Affairs (PGA) of the U.S. National Academy of Sciences/National Research Council (NAS/NRC) provides technical and administrative support to the U.S.-Israel Research Programs of the U.S. Agency for International Development (USAID). Through two international collaborative research programs, the U.S.-Israel Cooperative Development Research (CDR) Program and the Middle East Regional Cooperation (MERC) Program, USAID provides research grants to scientists for the application of advanced scientific techniques and innovative technologies to important problems in USAID-targeted areas of the world, while helping to strengthen international scientific capacity. CDR grants are directed towards Israeli cooperation with developing-country scientists; currently new funding for CDR has been discontinued. MERC grants provide for collaboration between Israeli and Arab scientists.
PGA staff provides USAID with assistance in securing peer-review of research proposals and in the technical monitoring of grants for CDR and MERC. All program and funding decisions are made by USAID. The NRC and USAID have cooperated since 1981 to support international collaborative research through programs such as CDR and MERC, as well as the now-completed special initiative for Central Asia and Georgia (CDR/CAR), the Program in Science and Technology Cooperation (PSTC), and the NRC Committee on Competitive Research Grants (CRG). Until recently, PSTC and CRG activities were undertaken by the NRC's Board on Science and Technology for International Development (BOSTID).
