DR. JAMES HARRINGTON (Material Science and Engineering, Rutgers University). Dr. Harrington works with the Bureau of International Security and Nonproliferation (ISN), on the control of dual-use goods and technologies. This dual-use equipment is controlled by the 40 countries that make up the Wassenaar Arrangement (WA). Dr. Harrington provides technical advice to the Conventional Arms and Threat Reduction Office within ISN that is responsible for conducting negotiations with the participating states of the WA. These negotiations have included three two-week negotiating rounds in Vienna, Austria as well as bilateral meetings to address specific technical concerns. Additionally, Dr. Harrington has chaired several technical working groups charged to develop U.S. proposals for the WA expert group. These proposals ultimately lead to new controls (e.g., for detectors, lasers, and superconductors) that will affect the licensing and export of high technology equipment. Dr. Harrington also assists in the review of non-immigrant visa applications.
