Managing Employee Safety and Health, Financial, and Physical Plant Risks within the Internal Revenue Service

This presentation will summarize some of the risks experienced by the Internal Revenue Service over several years of external and internal trends and events. A case study will be presented from the security readiness task team developed to address the Internal Revenue Service (IRS) response to the potential receipt of hazardous mail receipts (e.g. letters, tax returns, and tax payments).

IRS recently designed a new Office of Mission Assurance which includes Enterprise Risk Management. The presentation will discuss the organizational drivers, the objectives of the new office, the operating model and the final design. To measure results, IRS has identified its IRS critical business processes and associated single points of failure. In moving toward this direction, there have been some cultural issues to overcome.

Next steps will be shared to note the development of adequate Business Continuity Plans for all sites as well as the need to mitigate the single points of failure. IRS will be using collaborative, risk-based decision making processes to meet the enterprise mission assurance vision.
