W. Earl Carnes has 30 years professional experience in technical,
scientific, management science and social sciences disciplines. He is
currently responsible for Nuclear Industry Regulatory Liaison for the U.S.
Department of Energy maintaining information exchange with national and
international regulatory and standards organizations and agencies. He
serves as Co-Chair of the Federal Knowledge Management Working Group, Chair
of the International Atomic Energy Commission Committee on the "Ageing
Nuclear Workforce and Transfer of Knowledge to the Next Generation" and
Chair of the IEEE committee on "Lessons Learned Programs for Nuclear
Facilities".
Mr. Carnes has served with DOE for over 12 years in various positions
involved with integration of business and risk management systems including:
serving as the principal evaluator of emergency management systems for the
Secretary of Energy, developing requirements and standards management
systems and establishing policy and guidance on a range of topics including
integrated management, knowledge management, lessons learned, and procedure
management systems.
For some 15 years Mr. Carnes was involved with the electric utility industry
as an emergency management consultant, a communications trainer and advisor
for executive managers, a senior program manager for the Institute of
Nuclear Power Operations and as principal spokesperson and director of
energy education for an electric utility company. Earlier in his career Mr.
Carnes was a university instructor and researcher.
He holds degrees in Chemistry and Communication, completed advanced work in
Knowledge Management and specialized education in nuclear, chemical and
biological emergency management
