Chris Hess is a manager in the Internal Revenue Service's Office of Program Evaluation & Risk Analysis, where he is responsible for developing and implementing risk management disciplines.  Chris was previously a program evaluator at the U.S. General Accounting Office.  He has a B.S. in Management Information Systems from Pennsylvania State University.
