Robert O. Bernstein has been working as a researcher and policy specialist for the State of California for about 30 years. He has spent the last seven with the Department of Education working on the state and federal accountability systems. For the last five years, Mr. Bernstein has managed the group responsible for taking about 20 million test results from six million individual student records to calculate the API and AYP.
