Committee on Embedding Common Test Items in State and District Assessments

In Public Law 105-277, Congress asked the National Research Council to determine the technical feasibility, validity, and reliability of embedding test items from NAEP or other tests in state and district assessments in fourth-grade reading and eighth-grade mathematics for the purpose of developing a valid measure of student achievement within states and districts and in terms of national performance standards or scales.

There are a number of important issues about score comparability and test equivalence posed by Public Law 105-277; the recently released National Research Council report, Uncommon Measures: Equivalence and Linkage Among Educational Tests; and the General Accounting Office report, Student Testing: Issues Related to Voluntary National Mathematics and Reading Tests. To examine these issues, the NRC will form a committee of experts to:

  • examine the questions posed in the legislation, the NRC report, and the GAO report
  • develop a set of study questions
  • gather relevant information through a workshop, commissioned papers, and a thorough review of existing literature and available data.
