Committee on the Evaluation of the Voluntary National Tests, Year 2
A number of issues will be addressed in year two of the VNT evaluation; they speak to tasks specified in NAGB's current VNT development contract and the time and task schedule issued by NAGB in August 1998. Phase two will examine VNT item quality, field and pilot test plans, inclusion and accommodation issues, and the program's purposes and practices. The NRC study will involve the following issues such as:
- the extent to which information from varied content and bias reviews was used to cull and refine items and rubrics prior to the pilot test;
- the extent to which the design for pilot testing will result in items that represent the content and achievement-level specifications, are free of bias, and support test form assembly;
- the plans for including, accommodating, and meaningfully reporting results for students with special language and learning needs; and
- collect and analyze data on the multiple purposes ascribed to VNT and the decisions that varied constituencies hope to inform with VNT results.
