Committee on NAEP Reporting Practices

The Committee on the Evaluation of National and State Assessments of Educational Progress recently released a report that culminates three years of a Congressionally-mandated evaluation. The report covered a range of technical and policy issues central to the NAEP agenda and provided a solid scientific foundation for continued analysis of scenarios for NAEP’s future. In Grading the Nation’s Report Card, the NAEP Evaluation Committee made a number of recommendations about NAEP’s current and future roles in charting educational progress, including NAEP’s reporting practices. In pursuit of improved reporting and use of NAEP results, NAEP’s stewards are exploring and have asked the National Research Council to study the feasibility and potential impact of district-level and market-basket reporting practices.

To address these reporting issues, the National Research Council, under the auspices and guidance of the Board on Testing and Assessment, established the Committee on NAEP Reporting Practices. The committee’s expertise in state- and district-level assessment policy; educational measurement; statistics and sampling methodology; and reporting of technical data to the general public will be useful in exploring the level of interest in, and information needs that can be met by district-level and market-basket reporting of NAEP results. In addition, the committee will explore the implications of NAEP district-level and market-basket reporting on other national, state and local assessment programs.

The committee will release a workshop summary on district-level reporting in November of 1999, and a workshop summary on market-basket reporting will be released in April of 2000. A final report, to be released in November of 2000, will contain overall conclusions and policy recommendations on NAEP reporting practices.
