Committee on Title 1 Testing and Assessment

The purpose of this project is to provide technical guidance on assessment and accountability issues in Title I of the Improving Americas Schools Act (IASA). The goal is to produce knowledge to help states and school districts understand the technical and policy implications of alternative assessment strategies. In order to accomplish this, a study committee will examine critically the research on alternative forms of assessing student performance, the effectiveness of assessment for disadvantaged children, and the impact of assessment for accountability purposes. The committee will prepare a research guide summarizing the findings and conclusions of its literature review, and a handbook for state and district decisionmakers that reflects empirical findings and expert analysis.
