I think this is a ridiculous idea. If anything, NASA's role should be *reduced* to the support of the science of its space missions only. There should be an agency in charge of funding all areas of scientific research, regardless of technology. Astronomy should be no exception just because there exists a related independent agency (NASA).
What is more important would be to separate budget allocations for the science agencies (NSF, NASA, NIH, etc...) from that for the humanitarian ones (VA, HUD, etc..). Otherwise, funding priorities are not fair to science, which has very uncertain long-term goals/benefits.
