COMMITTEE TO REVIEW THE TITLE VI AND FULBRIGHT-HAYS
INTERNATIONAL EDUCATION PROGRAMS
ANNOUNCES ITS FIRST MEETING AND ‘PUBLIC FORUM’
FEBRUARY 14, 2006
The National Academies’ Committee to Review the Title VI and Fulbright-Hays (F-H) International Education Programs at the Department of Education, which will be chaired by Dr. Janet Norwood (see committee roster for a complete list of committee members) will hold its first meeting on February 14-15, 2006 at the National Academies’ Keck Center located at 500 5th Street, NW in Washington, DC. Portions of the meeting on February 14th will be open to the public (although space is limited) and the committee has set aside a limited amount of time for a public forum on the afternoon of February 14th for interested parties to formally share thoughts and ideas relevant to the committee’s charge with the committee. This meeting is the first of two main planned opportunities for public involvement in the committee's process to evaluate the adequacy and effectiveness of the Title VI and F-H programs.
Given the limited time available, we may need to limit the number of individuals and/or amount of time for remarks at the February 14th meeting, but invite anyone interested to submit written comments. We also ask that all interested parties who wish to present to the committee submit written comments in advance. Note, however, that all written materials provided to the committee must be submitted to the Academies “public access file” and made available to anyone who requests them.
Please indicate your interest in submitting written comments, making a brief presentation, and/or attending the February meeting on the response form and return by February 7th to Mary Ann Kasper or via fax at (202) 334-1294. We will send an agenda for the meeting prior to the event. We ask that you submit any written comments by February 7th to Monica Ulewicz.
Please focus your written comments on the following questions for the program(s) you will address:
§ What do you view as the purpose of the Department of Education’s Title VI and Fulbright-Hays program(s)? What are the program(s)’ strengths, weaknesses, and criticisms?
§ How would you define “success” for the program(s)? How would you determine if the program(s) are “successful” or “effective”? Would you measure effectiveness differently for the various Department of Education Title VI and Fulbright-Hays programs?
§ What data/information do you use to measure the effectiveness of this program(s)?
§ What data/information do you think is necessary or should be used to measure effectiveness?
§ How would you use the results of an evaluation?
§ How do you view the role of the Department of Education’s Title VI and Fulbright-Hays programs as similar or different from the role of other related federal programs?
The committee also plans to host a one-day workshop at its second meeting, tentatively scheduled for May 2006, to allow for more focused discussion of specific issues related to the project. We would be happy to keep you informed about this event and any other upcoming public meetings. Please indicate your interest on the response form.
