Panel to Review the 2000 Census

Background

The Panel to Review the 2000 Census was convened by the Committee on National Statistics, National Research Council, in fall 1998 at the request of the U.S. Bureau of the Census. The panel, which is chaired by Janet Norwood, former commissioner of the U.S. Bureau of Labor Statistics, is charged to review the methods, procedures, and results of the 2000 census.

The panel will review features of the census that affect the completeness and quality of the data, such as the Master Address File, follow-up for nonresponse, proxy responses, race and ethnicity classifications, and other areas. The panel will also review the statistical methods, operations, and results of the Accuracy and Coverage Evaluation Survey and dual-system estimation methods that the Census Bureau used to evaluate the coverage of the census in 2001.
