Panel on a Review of Statistical Issues in the Allocation of Federal and State Program Funds

Background
The Panel on Formula Allocation was convened by the Committee on National Statistics, National Research Council, in January 2001. Thomas A. Louis chairs the panel. He is a Professor at the Bloomberg School of Public Health at Johns Hopkins University in Baltimore, MD.
The panel will consider the statistical estimates used as inputs to formulas, data and methods for estimating these inputs, the features of the formulas, and how estimates and formula features interact in ways that affect program goals. The panel will give particular attention to the designs of surveys and the statistical methods that are being used to estimate formula components and consider possible alternatives that might make better use of all relevant data sources.
