Panel on Institutional Review Boards, Surveys, and Social Science Research

Background

The panel will review current and proposed methods of human subjects' protection in social science data collection. It will focus on the structure, function, and performance of the institutional review board system put in place by DHHS largely to guide clinical and biomedical research that also affects social science researchers. This separate study will complement the Institute of Medicine's study, Assessing the system for the Protection of Human Research Participants (HSPX-H-00-05-A), which examined the structure, function, and performance of human subject protection activities in clinical and biomedical research. A letter report from the panel provided input to the IOM study. The final report will be helpful to all federal agencies engaged in social science research and data collection, to academic social scientists, and to those who organize and serve on Institutional Review Boards that review social and behavioral research. The report will recommend ways of assuring the protection of human subjects in social science research that can accommodate common differences between social/behavioral and clinical/biomedical research.
