Panel on the Review of the Scientists and Engineers Statistical Database System (SESTAT) 2000 Decade Design

Background
The Panel on the Review of the Scientists and Engineers Statistical Database System (SESTAT) 2000 Decade Design was convened by the Committee on National Statistics, National Research Council, in June 2001. Robert Bell chairs the panel. He works at AT&T Laboratories in Florham Park, NJ.
The Committee on National Statistics (CNSTAT) performed a study for the National Science Foundation’s Science Resources Statistics Division (SRS) that resulted in a 1989 report titled, “Surveying the Nation’s Scientists and Engineers: A Data System for the 1990s.” CNSTAT also collaborated with the Office of Scientific and Engineering Personnel on a 2000 report titled, “Measuring the Science and Engineering Enterprise: Priorities for the Division of Science Resource Studies.”
At the request of the SRS, CNSTAT conducted a small one-day workshop guided by an appointed workshop steering committee to bring together SRS, academic, and other experts to examine and discuss the advantages, disadvantages, costs, analytic implications, etc. of three alternative design approaches for the SESTAT under consideration by NSF.
To accomplish this study, CNSTAT appointed a panel of experts representing the fields of applied sampling, statistics, and survey research. The panel had a one-day workshop and invited participants to prepare materials and attend to review the SESTAT design options. A link to the prepublication of the report is available below.
