Independent Evaluation of DC Public Schools
An Evaluation Plan for the District of Columbia Public Schools: From Impressions to Evidence
In 2007 the District of Columbia passed the Public Education Reform Amendment Act (PERAA), which shifted control of the city’s schools from an elected board to the mayor, created a new state department of education, established the new position of chancellor, and changed other management structures and strategies. The law also called for an independent, comprehensive 5-year evaluation of the effects of the reform and system’s progress. The Committee on the Independent Evaluation of DC Public Schools was formed to review available data, explore relevant evaluations of schools and school systems, consider methodological and policy issues, and plan a sustainable program of evaluation and research.
The committee’s report includes:
- An overview of the history and context of education reform in the U.S. and in the District of Columbia’s public schools;
- A review of the implementation of PERAA to date;
- First impressions of test score results since PERAA was enacted
- First impressions of the District’s efforts on key areas of responsibility
- A detailed model for an evaluation plan and recommendations
The evaluation plan was designed specifically for DC, but is likely to be relevant to other reforming districts.
