Outsourcing Management Functions for the Acquisition of Federal Facilities
Summary: This study provides guidance that federal agencies can use in the initial stages of decision making concerning the outsourcing of management functions for planning, design, and construction activities. The framework is intended as a tool to assist decision makers in analyzing their organizational strengths and weaknesses, assessing risk, and questioning whether or not a management function can best be performed by in-house staff or by an external organization.
