Project Delivery Strategies for Federal Facilities

Study Goal
: Produce a report that provides guidance for matching project delivery strategies (design-bid-build, design-build, construction manager at risk, design-build-operate-maintain, and variations thereof), with the project scope of work (new construction or renovation, type of facility, cost, schedule, quality), in the context of available resources and risk factors. The report will identify project delivery strategies being used in federal agencies and discuss the appropriate role and level of government oversight and management. The report findings will be based on a review of the literature and interviews with federal agencies and private sector contractors providing design and construction services to federal agencies. Expected publication: Summer 2006.
