Globalization Activities

• Corporations bring in outside experts to inform GUIRR university and government members about the depth and breadth of the impending issue.

• GUIRR drafts thought paper; request for critique by Congressional staff leads to a deeper internal understanding of the problem.

• Large survey, with cooperation from both European and U.S.-based firms, is launched using private funds raised by GUIRR. (Fundraising takes most of a year.)

Globalization Outcomes

• U.S. companies are willing to participate who would not agree to federal survey. (Private funding source eliminates FOIA and Shelby Amendment concerns)

• OECD becomes involved as a result of GUIRR’s work with European companies.

• Analysis of data by industry sector (not yet completed) should be able to distinguish sectors where “cheap labor” is the primary issue, and sectors where other aspects of U.S. competitiveness policy need to be addressed.

• Congressional access to survey results is expected to result in more accurate and targeted legislative solutions, particularly in cases where a district’s economic health is dominated by a single industry sector.

• As survey progresses, many GUIRR members take leading roles in Council on Competitiveness National Innovation Initiative.
