In response to a request by Congress in PL106-541, these four reports from the National Research Council review the U.S. Army Corps of Engineers' planning procedures and methods of analysis. The approach to this study was to create a coordinating committee and four study panels -- the Chairs of which were on the coordinating committee -- to evaluate 1) the Corps' methods for project planning that are embodied primarily in the federal "Principles and Guidelines" and the Corps' own Planning Guidance Notebook; 2) the Corps' methods and approaches for planning and coordinating water projects across watershed and river basin systems, and; 3) the Corps' efforts and future prospects in implementing the adaptive management paradigm in managing its water resources projects. A synthesis document was also produced which outlines the findings of all the study panels and offers its own findings and conclusions.
