An Assessment of the Small Business Innovation Research Program

Requested by Congress in P.L. 106-554, this summary report evaluates the Small Business Innovation Research Program (SBIR). Administered through several federal agencies, SBIR distributes grants to stimulate technological innovation at small businesses in order to help meet the nation's research and development needs. Individual reports, released separately, will look at specific agencies and departments, including: the Department of Defense, the Department of Energy, the National Aeronautics and Space Administration, the National Science Foundation, and the National Institutes of Health.

This briefing was for members of Congress and congressional staff only. The report was publicly released on July 27, 2007 and can be found, in its entirety, on the Web site of the National Academies Press.
