In 2000, a presidential advisory panel called for a new national ocean-exploration program. Later that year, in PL 106-554, Congress asked The National Academies to assess the feasibility and value of implementing a major, coordinated, international program of ocean exploration and discovery. This report looks at how the program could be implemented and how other countries could collaborate in the research.
These series of briefings were for members of Congress and congressional staff only. The report was publicly released on November 4, 2003 and can be found, in its entirety, on the Web site of The National Academies Press.
