Requested by Congress in P.L. 111-117, this new report examines traffic congestion caused on metropolitan roads due to Base Realignment and Closure (BRAC) implementation. It reviews Department of Defense criteria for funding public highway and transit improvements in BRAC cases and makes recommendations.
