As requested by Congress in the Agricultural Research, Extension, and Education Reform Act of 1998 (PL 105-185), this new report evaluates the quality of research sponsored by the U.S. Department of Agriculture and recommends directions for future research.

These series of briefings were for members of Congress and congressional staff only. The report was publicly released on December 10, 2002 and can be found, in its entirety, on the Web site of the National Academies Press.
