Requested by Congress in P.L. 111-88, this is the first of two reports from the National Research Council which reviews the scientific opinions to achieve an environmentally sustainable California Bay-Delta and a reliable state water supply.
These series of briefings were for members of Congress and congressional staff only. The report was publicly released on March 18, 2010 and can be found, in its entirety, on the Web site of the National Academies Press.
