In response to a congressional mandate from the Veterans Programs Enhancement Act of 1998 (PL 105-368) a committee of the Institute of Medicine was formed to help develop a plan for establishing a national center (or centers) for the study of war-related illnesses and postdeployment health issues. This resulting report, National Center for Military Deployment Health Research , discusses the structure and functions of such a center.
These series of briefings were held for members of Congress and congressional staff only. The report was publicly released on November 5, 1999 and can be found, in its entirety, on the Web site of the National Academies Press.
