Second Report of the National Academy of Engineering/National Research Council Committee on New Orleans Regional Hurricane Protection Projects
This second interim report, from a committee reviewing the work of an interagency task force led by the U.S. Army Corps of Engineers, examines why the city's levees and floodwalls failed during the storm.
