Review of the U.S. Army Corps of Engineers Upper Mississippi-Illinois Waterway Restructured Feasibility Study: Interim Report

An interim report from a committee reviewing the Army Corps' revised economic analysis of the need to improve navigation for barges on the river. A previous National Research Council committee said that a draft of the Army Corps' analysis focused too heavily on lock expansion as the only way to improve navigation, and neglected environmental considerations.

These series of briefings were for members of Congress and congressional staff only. The report was publicly released on December 11, 2003 and can be found, in its entirety, on the Web site of the National Academies Press.
