This new letter report, from The National Academies, evaluates the effectiveness of the U.S. Environmental Protection Agency’s Title 42 program, whose goal is to attract and retain internationally known scientific leaders in specialized fields.

This series of briefings were for members of Congress and congressional staff only. The report was publicly released on April 29, 2010 and can be found, in its entirety, on the Web site of the National Academies Press.
