Water Resources Planning for the Upper Mississippi River and Illinois Waterway
This is the third and final report from a committee examining a proposal from the U.S. Army Corps of Engineers to expand a series of locks to alleviate barge traffic on the rivers. While the previous reports focused on the Corps' economic analysis of the project, this report looks at broader matters such as water issues in the region and the Corps' valuation of environmental benefits.
This briefing was for members of Congress and congressional staff only. The report was publicly released on Wednesday, September 14, 2005 and can be found, in its entirety, on the Web site of the National Academies Press.
