This is the third and final report from a committee examining a proposal from the U.S. Army Corps of Engineers to expand a series of locks to alleviate barge traffic on the rivers. While the previous reports focused on the Corps' economic analysis of the project, this report looks at broader matters such as water issues in the region and the Corps' valuation of environmental benefits.
