Deborah D. Stine, Director
Debbie has been working on various projects throughout the academy complex since 1989. She received a National Research Council group award for her first study for COSEPUP on policy implications of greenhouse warming and a Commission on Life Sciences staff citation for her work in risk assessment and management. Other studies have addressed graduate education, responsible conduct of research, careers in science and engineering, environmental remediation, the national biological survey, and corporate environmental stewardship. She holds a bachelor's degree in mechanical and environmental engineering from the University of California, Irvine; a master's degree in business administration; and a PhD in public administration, specializing in policy analysis, from American University. Before coming to the academy, she was a mathematician for the Air Force, an air-pollution engineer for the State of Texas, and an air-issues manager for the Chemical Manufacturers Association.

Rebecca Burka, Program Officer
Rebecca has been working on various projects throughout the National Academies since 1993. She served as staff associate to the NAS Executive Office where she provided program support to the NAS Council and planned and managed regional and annual meetings of the NAS membership. Prior to her becoming program officer of the fellowship program, she was an administrative associate for the Committee on Science, Engineering, and Public Policy (COSEPUP) supporting studies on postdoctoral issues, reproductive cloning, and the evaluation of federal research programs. From 1993 through 1997, she supported the Board on Radioactive Waste Management (now Nuclear and Radiation Studies Board) on high- and low-level waste management projects. She also provided logistical management support to the Coordinating Council for Education (now CSMEE) on the May 1993 Reinventing Schools Convocation. Prior to joining the National Academies, Rebecca spent 12 years as a contractor providing technical conference services support to federal, state, and private sector sponsors. She holds a bachelor’s degree in the Behavioral and Social Sciences from the University of Maryland.
