New Vistas in Transatlantic Science and Technology Cooperation
The 1998 S&T agreement between the United States and the European Union creates an important opportunity to enhance transatlantic scientific and technological cooperation. To capitalize on this opportunity, the STEP Board gathered senior policymakers, scientists, and industrialists from both sides of the Atlantic to identify specific opportunities for mutually beneficial cooperation.
The initial conference, which took place on 8-9 June 1998, was the largest international conference in STEP's history with over fifty speakers and 400 attendees. It included two plenary sessions and nine large "break out" sessions organized over two days. The agenda and participants list are available below.
To capture the large range of issues addressed by the conference, the STEP Board published the report New Vistas in Transatlantic Science and Technology Cooperation. This volume summarizes the discussions and identifies opportunities for cooperation, such as the Next Generation Internet, endocrine disruptors, intelligent transportation systems, and e-commerce, as well as issues of policy that may impact greater US-EU cooperation. To inform general readers as well as researchers and policy analysts, the volume includes the actual text of the U.S.-E.U. S&T Agreement and a review, by Professor Jorma Routti and Dr. William Cannell of the European Commission, of the EU’s Fifth Framework Programme. A second major conference was organized in Stuttgart, Germany in June 1999.
