Policy Issues in Aerospace Offsets
In the spring of 1997, the White House National Economic Council (NEC) asked the STEP Board to organize a workshop to assess the consequences of foreign government conditions on the sale of U.S. military and civilian aircraft and related products for U.S. producers and the second-tier supply base. These conditions range from technology transfer and foreign sourcing agreements to coproduction and countertrade arrangements and have been linked to some portion of the job losses in the aerospace industry and the increase in foreign competition for aircraft producers and suppliers. The NEC sought a candid discussion of the issues by a broad group of stakeholders and experts rather than a set of policy recommendations. A report of the proceedings, Policy Issues in Aerospace Offsets, was prepared and delivered to the sponsors within a few weeks of the meeting. An additional volume of analytical papers by leading academics and representatives of industry and labor was released in the winter of 1998 and serves as the basis for further discussions among government, industry, and labor.
