Russell Moy

Russell Moy is a Senior Staff Officer in the Board on Science, Technology and Economic Policy at the National Academies where he works on issues related to international trade, intellectual property policies, intellectual property enforcement technologies, and technology management.

From 2000-2001, Dr. Moy was the Executive Secretary of the President’s Committee of Advisors on Science and Technology, a federal advisory committee that provides private-sector perspectives to the President on science and technology matters. Dr. Moy was also a policy analyst in the White House Office of Science and Technology Policy where he supported interagency technology development activities on international trade, health care, and nanotechnology with the Departments of State, Transportation, Treasury, Veterans Affairs, Health and Human Services, Energy, Defense, Commerce, and Education; the National Institutes of Health; the US Agency for International Development; and the National Science Foundation.

Before coming to OSTP, Dr. Moy served as a policy analyst in Technology Administration of the US Department of Commerce on the Partnership for a New Generation of Vehicles. Before coming to Washington, Dr. Moy was the Group Leader for Energy Storage Programs at Ford Motor Company in Dearborn, Michigan, an engineering project manager for public-private research partnerships on behalf of the US Department of Energy, Ford, General Motors, and Chrysler, and an engineer on Ford’s hybrid electric and fuel cell vehicle programs. He was also a Government Affairs Manager at Ford, with responsibility for international trade, alternative fuel technology, and safety issues.

Dr. Moy worked previously in Laboratory for Energy and Transportation Technologies at the Swiss national laboratory, the Institute of Inorganic and Analytical Chemistry at the University of Fribourg in Switzerland, the Directorate for Chemical Sciences at the U.S. Air Force Academy’s Seiler Research Laboratory, the Union Carbide Corporation Technology Laboratory, and at the Celanese Plastics and Specialties Company Technical Center. He has published articles on physical and inorganic chemistry, and on electric and hybrid vehicles in technical journals. He has also published articles on alternate fuels and on intellectual property in law and policy journals, and has been invited to speak on alternative fuel and environmental issues at national conferences.

Dr. Moy holds a J.D. degree from Wayne State University School of Law. He earned Ph.D. and M.S. degrees in Chemical Engineering from The University of Michigan and a B.S. degree in Chemical Engineering from Case Western Reserve University. Dr. Moy is a licensed Professional Engineer in Michigan and is licensed to practice law in Michigan and the District of Columbia.
