Discussions on Scientific and Technical Data Management and Policy
The USNC/CODATA periodically holds focused discussions in conjunction with its regularly scheduled committee meetings. The purpose of these discussions is to focus on a major policy issue or to stimulate cooperation and coordination among the committee’s various affiliated groups. These meetings provide a forum for S&T data and information activities and identify major issues that may require more in-depth follow-up or study by the committee. In addition to the meetings described below, the Committee convened the Second National Data Conference on Scientific and Technical Data: Data for Science and Society in March 2000, and, in October 2000, the Committee participated actively in the international CODATA Conference in Baveno, Italy.
Data Privacy Legislation and Implications for Research
On June 2, 1998, the U.S. National Committee held its first Discussion on S&T Data Management, which examined data privacy legislation in health care and its implications for biomedical research. The panel discussion focused on data privacy and research issues as well as a presentation on the E.U. Directive on Data Policy.
International and Domestic Data Issues
On April 9, 1999, the USNC/CODATA held a discussion on international and domestic data issues, focusing on S&T data needs and opportunities. The discussion examined policy and management issues relating to national and international S&T data activities. The Committee heard presentations from senior federal data managers addressing their interdisciplinary data needs, priorities, and concerns and how they thought CODATA could help address them. As a result of this meeting, the Committee and invitees have started to establish an agenda at both the national and international levels. Also available are:
Meeting of Liaisons from ICSU U.S. National Committees and Federal Data Managers
On November 5, 1999, the USNC/CODATA organized a meeting with liaisons from other NRC ICSU U.S. National Committees and federal data managers. The purpose of this discussion was to get acquainted with the various ICSU-related activities at the National Academies. The ICSU/USNC liaisons discussed the data-related activities and issues the various USNC and ICSU parent organizations are currently addressing or planning to investigate as well as identified topics in the areas of data management or policy that require attention in the near term that the USNC/CODATA or international CODATA might address.
OMB Circular A-130, Section 8(a)
A Discussion on S&T Data Management and Policy was held in conjunction with the USNC/CODATA’s May 2002 meeting. It focused on the key procedural and substantive issues associated with the pending OMB policy review of section 8(a) of Circular A-130 on federal information dissemination policy. Daniel Chenok and Jefferson Hill, of OMB’s Office of Information and Regulatory Affairs, participated in a discussion of these issues with the Committee and liaisons.
National Security Controls on Dissemination of S&T Data and Information
An S&T Data Management and Policy Discussion was held on June 17, 2004 as part of the USNC/CODATA’s spring meeting. This discussion reviewed recent and planned activities of the National Academies relating to national security controls on the dissemination of S&T data and information in the post September 11th environment.
National Science Board Report on Long-Lived Data Collections
On July 14, 2005, the USNC/CODATA and the interagency CENDI, the Federal STI Managers Group, co-organized a forum at the National Academies to discuss the National Science Board Report on Long-Lived Digital Data Collections: Enabling Research and Education in the 21st Century. The participants examined several recommendations of the report in the context of NSF as well as in the context of other institutions in order to identify general approaches or universal strategies in addition to those that may be NSF-specific.
